Rat Hunt Bounty Program was the bounty program in Vietnam

EXPLANATION:

  • In the year 1897, the Governor-General of Indo-China, Paul Doumer, had arrived in Vietnam. Then, he had intended to convert Hanoi city into a city of renovation and urbanism which were considered ‘civilized’ in France.
  • The initial step was to eradicate dirt, together with building sewer systems. However, these large sewers in the city, considered to be a modernity symbol, proved to be a breeding ground for rats, and soon these rats soon started to enter the homes of the French via these sewage pipes.
  • This was a key concern for the French, since apart from hygiene issues the French was also concerned about bubonic plague which was linked to rats.  In order to stop the rat menace, they introduced the rat hunt bounty program.
  • The French had hired Vietnamese workers would get into the sewers and hunt the rats down, and these workers were paid for each rat. This incident is also known as the Hanoi’s Rat Massacre of 1902
