The second debate, covered in Volume 3, is the 'Tariff Reform' debate, sparked by Joseph Chamberlain in 1903 when he called for a preferential trade area to be established within the British Empire, a policy which would, of necessity, have involved the United Kingdom levying some tariffs on non-Empire production.
