Since the economy of Russia was suffering due to civil war, a process of centralized planning was introduced. There were targets set for five years assessing how the economy may work. These five year plans did boost up the economy. Industrial production increased between 1929 and 1933. Central planning is one of the hardcore elements of communism. Or lemme better say was, since China still calls itself a communist country and Central planning is one of the hardcore elements of communism. Or lemme better say was, since China still calls itself a communist country and I'm not really sure they are still planning their economy centrally. As far as i remember, central planning was made for every 5 years
