After Industrial Revolution, people came to London in large number

▪Factory or workshop owners did not accommodate the migrant workers. Instead individual landowners put up cheap unsafe tenements for the workers.

▪A survey shows that about 1 million labourers were very poor and were expected to live upto an average of 29 (compared to the average life expectancy of 55 among the gentry and middle class). These people were more than likely to die in a work house, hospital or lunatic asylum.

▪The better-off city dwellers demanded that slums simply be cleared away. Gradually, a large number of people began to recognise the need for healthy housing for poor.
