There was a tussle between the orientalists and the anglicists. While the former proposed promotion of Sanskrit, Arabic and Persian as the medium of instruction, the latter stood by English as the medium of instruction.
Lord Macauley, the Chairman of the public committee on instruction, backed the advanced Indians of the time, like Raja Rammohan Roy, who felt English would open up for the Indians the most advanced form of education. This proposal was backed by Lord William Bentinck, the then Governor General of India. A bill was passed and its enactment followed, making way for English as the medium of instruction.
