Active citizens were the men of age above 25 years, who paid taxes equal to 3 days of a labourer's wage.
Passive citizens were the citizens below 25 years of age, women, who hadn't paid taxes equal to 3 days of a labourer's wage, etc.
According to Constitution of France. (Constitution of 1971), only active citizens were allowed to vote but not the passive citizens.
