The Dual System of Government was a system of administration introduced by Lord Clive in Bengal province.

Under this system of governance the East India Company got both the revenue and civil administration under its rule from two sources :

(i) Diwani (revenue) from Mughal emperor, and,

(ii) Nizamat (civil administration) from Nawab of Bengal

The real power was although vested in the hands of the British but the responsibility of the administration rested on the Nawab of Bengal.

In short, the Nawab became the puppet in the hands of British East India Company.

This system of dual administration held great advantage to the Company as the company had power without any responsibility. The Nawab and his officials were responsible for administration, but they had no power to discharge it.

The system had many weaknesses which led to the breakdown of administration.
