For plantation worker,in assam,freedom means to move freely. when workers heard of the non-cooperation movement,thousands of worker defied the authorities,left the plantation and started moving towards their homes.the fleeing worker could not reach their destination because there was a railway and steamer strike at that time. this gave a chance to police to capture these worker and steamer strikes at that time under INLAND EMIGRATION ACT of 1859 and punished them ruthlessly.many of them lost their life.
