The State Duma was to be the lower house of a parliament, and the State Council of Imperial Russia the upper house. However, Nicholas II was determined to retain his autocratic power (in which he succeeded). On April 23, 1906 (O.S.), the Tsar issued the Fundamental Laws, which gave him the title of "supreme autocrat".

the Russian parliament is called the Duma . the term comes from Russian verb дyмaть[dumat] meaning "to think" or "consider".
