In France of the pre-Revolutionary monarchy, the representative assembly of the three “estates,” or orders of the realm: the clergy and nobility—which were privileged minorities—and a Third Estate, which represented the majority of the people.
As the king in any matter related to money was not able to take decisions himself ,the estates general us ed to have a meeting where the decisions were taken by votes . Here each estate ( i.e. First estate-clergy, Second estate-Nobility and the Third estate- the peasants ) had each one vote.
