Indian National Congress first congregated in December 1885, though the concept of an Indian nationalist movement struggled to British rule recorded from the 1850s. During its first several decades, the Congress Party announced somewhat conservative reform interpretations. Its founding members introduced economic reformations and desired a substantial role in the formulation of British policy for India.

In the early 20th century, people inside the party started to support a policy of swadeshi started by Mahatma Gandhi which described was known as Non-cooperation movement.
