The Montague Chelmsford Reforms 1919, were introduced by British Government. This reform provided for a system of Diarchy which implied the following:

a. Dual system of government, one at the center and other at the provinces.

b.   Accordingly, the Rights of the Central and Provincial Governments were divided.The central list included rights over defense, foreign affairs, telegraphs, railways, postal, foreign trade etc. The provincial list dealt with the affairs like health, sanitation, education, public work, irrigation, jail, police, justice etc. 

c. The Diarchy was introduced in 1921 in Bengal, Madras, Bombay, U.P., M.P., Punjab, Bihar, Orissa and Assam.

d. It was this act that provided basis for a federalism in Independent India.

On 17 July 1917 Edwin Samuel Montagu was made secretary of state for Government of India. Lord Chelmsford became Viceroy of India on 4 April 1916. This was the era of World War I and our country witnessed a rapid growth of revolutionaries.
The date was 20 August 1917 and it is also known as “August Declaration” The Government of India act 1919 was passed on the basis of recommendations of Lord Chelmsford and Samuel Montagu to introduce self-governing institutions gradually to India. This act covered 10 years from 1919 to 1929. Salient Features:
