The forest laws banned shifting agriculture as they found it dangerous for other variety of trees. It severely affected the life of shifting cultivators as it was their one and only livelihood.

The cultivators were also not allowed into the forests to extract their necessities. Many cultivators shifted to another places in search of livelihood.
