Lord Ripon, who followed Lord Lytton, wanted to change some of the discriminatory policies of the government. He approved of the Liberty Bill which allowed Indian judges to try Europeans accused of crimes. The violent reaction of the Europeans and Anglo–Indians to this proposal shocked the Indian Nationalists and the bill had to be amended .
