Answer:

Habakkuk was a prophet who also spoke to God like a priest.

His name means ’embrace’, speaking as one who embraces God’s people to his heart.

The three chapters can be seen:

1. From Habakkuk’s perspective as his prayer, patience and peace.

2. From God’s perspective as His Plan, Power and Providence.

We would expect a soft answer from God, but His answer sounds harsh, yet  with the ability to console.

God wants Habakkuk not to focus on what people are doing, but on what He  is doing, namely raising the fearsome Chaldeans who were coming for violence.

The Apostle Paul quoted the same words (Hab. 1:5) in Acts 13:41.

He expounded it in Rom. 8:28.

Superficiality causes us not to see this, but if we affirm that we believe it we will:

 a. In everything give thanks (1 Thes 5:18).

 b. Rejoice in the LORD always (Phil. 4:4).

If we believe Romans 8:28 then we keep His commandments, and no possible circumstance, good or bad, will hinder the life of Christ from being manifested in our mortal bodies.

Believing Romans 8:28 and what God says to Habakkuk will bring profound peace and rest in God – a powerful and heavenly joy.

It results in men and women being equipped for every good work.

If anyone thinks that these fruits are desirable, then we need to cultivate the tree with great care.

What Paul said in 2 Cor. 4:17 is exactly what God answered Habakkuk and also with which He also consoles us: “For this light momentary affliction is preparing for us an eternal weight of glory beyond all comparison.”
