The french speaking community was rich and powerful . This made the dutch speaking community get the rights of education much later . This was the main cause of the tension.
The Belgian govt took several measures in the constitution to solve this issue .
1-It prescribed the number of french and dutch minister shall be equal.
2-many powers were given to the govts of the two comunity states .
