Non-cooperation is 'a way of protesting in which one does not cooperate with the evil doer. ' Though Gandhi had urged Indians to cooperate with the British during the First World War, events like the Khilafat wrongs, the passing of the Rowlatt Act and the Jalianwala Bagh massacre disillusioned him completely.
1st Stage: Surrender of titles that the government awarded. 2nd Stage: Boycott of civil services, army, police, courts and legislative councils, schools, and foreign goods. 3rd Stage: Then, in case the government used repression, a full civil disobedience campaign would be launched.
