Paramountacy means superiority. The main objective behind the policy of Paramountcy was to give the authority of the indian state to the queen of Britain to make her 'supreme'. The company claimed that the company was supreme therefore the queen should become the ultimate paramount beacuse its power was grater than that of the indian states. This way she became the ultimate paramount of the Indian state and contolled it sitting there in Britain. Indian rulers and kings now had no authority . They had to work for the British queen. In other words, whole indian state went under the control of the British queen and thus she became 'supreme' or 'paramount' of the indian state and the Indian rulers had to work under her rule.
