In India, Lord Curzon realized the poor quality and quantity of primary education. This phase of education was therefore given priority. In the 1904 government resolution, he declared that inadequate focus had been taken on primary education and that it was the responsibility of both the central and the provincial governments to pay more attention to primary school expansion and development.

Lord Curzon found that primary education suffered primarily in India because there was limited money for primary education. He thus directed the provincial governments to spend more on primary education by providing the local councils and the municipalities with the necessary recurring aid. From one third to half of the total expenses, he increased the grant from government to local administrations.

He also granted special assistance to the poor and hungry. Based on test results, namely' Payment of Results' as defined by the Hunter Commission in 1882 Lord Curzon put an end to the primary school aid scheme. Primary education was not improved substantially because of this system. Curzon implemented more scientific methods to pay assistance and suggested a more liberal government strategy for grants to primary schools.
