Indian people opposed the commission because it contained no Indian members; they thought it was a violation of the principle of self-determination for British people to decide their form of government. In order to review the working of Government of India Act, 1919, the Simon Commission under the chairmanship of Sir John Allsebrook Simon was formed. It has suggested further constitutional and administrative reforms in the British colonial rule of India.
The Commission was strongly opposed and met with protests in every major Indian city it visited. During one such protest, Lala Lajpat Rai suffered a police beating, and died of his injuries within two weeks.
