this is because the indians want to do trade without any other country's help and also to show that even they can suceed in their trade

it is because barriers in foreign trade helps the indian workers to prosper with their trade it reduces the stiff competition between indian and foreign markets and so the government allowed importing only essential stuff like fertilizers pesticides etc....
