The Swadeshi Movement had its genesis in the anti-partition movement which was stated to oppose the British decision to partition Bengal. ... The official reason given for the decision was that Bengal with a population of 78 million (about a quarter of the population of British India) had become too big to be administered.

There were many repressive policies of the British Government, firstly, it prisoned Tilak in Myanmar's Mandalay Prison.

Secondly, it passed a new act - The Seditious Meeting Act of 1907 where the district magistrates could prohibit the holdings of meetings.

Thirdly, The Newspaper Act of 1908 which was aimed at punishing those editors who wrote against The British Rule.

Concluding, these measures still couldn't failed to arrest the nationalist movement.

On the contrary, there grew more and more revolutionary groups in Bengal and Punjab.

Hope it helps.
