The Planning Commission:

>> The Planning Commission was set up in 1950 by a simple resolution of the government of India.

>> It has an advisory role and it's recommendation effective only when the union government approved them.

>> The Planning Commission of India opt for 5 years.

>> The government of India prepares a document that has a plan for all its income and Expenditure for the next 5 years.

>> Accordingly the budget of the central and all the state government is divided in two parts:

1. Non planning budget: It is spent on routine items on a yearly basis.
2. Planning budget: It is spent on 5 year basis as per the priorities fixed by planning commission.
