'Sup this is Ur answer to the question it is very long I am writing it in points:
• in Belgium there were three community: french speaking,Dutch speaking and German speaking.

• Dutch speaking had the majority in the country (59% of all the population of the country) while there were only 40% french speaking and German speaking were only 1%.

• but in the capital city Brussels 80%were the french speaking people while 20% were the Dutch. This led to tensions between dutch and french speaking during 1950s and 1960s.

• Later between 1970 and 1993, they amended their constitution four times so as to work out an arrangement that would enable everyone to live together within the same country.

• The constitution prescribes that the no of Dutch and French speaking ministers shall be equal in the central government. Apart from central and state government there is a third kind of government The Community Government. This government has the power regarding cultural , educational and language related issues.

Answer:

  • The Dutch speaking and the French speaking were two major linguistic groups in Belgium. The French speaking were the minority community who were rich and powerful, while the Dutch speaking people who were the majority, received the benefits of economic development and education much later.
  • But the capital city Brussels posed a whole new scenario; Here the French speaking people composed the majority while the Dutch speaking were the minority.
  • The Belgians recognized the existence of regional and cultural differences adopted a system of accommodation.
  • Both the communities were given equal representation in the central government.
  • The making of some special laws required the support of both the communities.
  • The state government was not subordinate to the central government.
  • A separate community government was made for all the different communities, which had powers regarding all the cultural, educational and linguistic issues.
