Because the answer is prettty long, I have bolded the main points so that you may resize the answer as per the need.
SITUATION IN SRI LANKA:-
- In Sri Lanka, The Sinhalas and the Tamils were the main ethnic groups. The Tamils had two sub-divisions, The Sri Lankan Tamils, who were the Tamil natives of Sri Lanka and The Indian Tamils, whose forefathers came from India as plantation workers during the colonial period.
- The Sinhalas were the majority and so sought to dominate the government and policies. The government passed an act recognizing Sinhalese as the only official language, it adopted preferential policies, favoring Sinhalese applicants for university and job positions and a new constitution stipulated that the State should foster Buddhism, A religion practiced by the Sinhalas. The Tamils felt alienated.
- The tension between the Sinhalas and the Tamils erupted into a civil war.
SITUATION IN BELGIUM:-
- The Dutch speaking and the French speaking were two major linguistic groups in Belgium. The French speaking were the minority community who were rich and powerful, while the Dutch speaking people who were the majority, received the benefits of economic development and education much later.
