what was the status of france as a state before 1789?which two political and constitutional changes came in the wake of the french revolution?

Louis XVI was the king of France. He helped 13 American colonies from there enemy 'britain'. By this 2 billion French money was used up to fulfill this he increased the tax of 10 % interest on loan and increase the taxes on common things like salt,etc and on that time only 3 estate pay tax . so the 3 estate people make revolution against king.
Two political changes are now 21 years adult man have right to vote, rights of man and citizen.

France was a full fledged territorial State before 1789. The changes that came about in the wake of the revolution were:-

1. The monarchy lost a lot of their power. They were no longer autocratic.

2. The power was transferred from the monarchy to a body of French citizens termed as Active Citizens who could vote.
