In Belgium the ethnic composition comprised of French,German and DutchTo avoid any conflicts between the ethnic groups ,the constitution was amended 4 times:
- The state government was not subordinate to the central government I.e the central goverment cannot question the state government for its action.
- The number of french speaking and dutch speaking were equal In the central goverment.sime special law required the consent from both the community.Thus , no community could make decision unilaterally.
- Many powers of central government were given to the state goverment.
- Brussels had a separate goverment in which both the communities had equal representation .This was so because the dutch speaking had accepted equal representation of communities at the centre.
- There was also a third form of government , namely the community government which was elected by a single community only.
- It had power regarding cultural,language and educational issues.
