The Operation PaperClip was a strategic move by the US to organize employment programs for German scientists, specialists, technicians etc after the World War 2, as Germany got much down after continual defeat in WW1 and WW2. This was 'strategic' move by the US as there was a big aim by this move. The US wanted to prevent the UK and the USSR to get the potential technology and research made by the Germans during WW2. They offered a lucrative opportunity for German specialists for employement.
