The =Treaty of Versailles was only concerned with Germany, each central power had it's own treaty, and all of them contained a “war guilt” clause. The War Guilt clause was
included primarily for Legal reasons. To provide a Legal basis for reparations. Article 231 was one of the most controversial points of the treaty.
