The German desire to build a navy, which was unneeded. To an extent, perhaps a large one, it Wilhelm II’s desire to compete with Edward VII, his uncle.
Germany had colonies, that were a drag on the Empire. They really didn’t provide that much. Unlike the British Empire, the German Empire did not need a large navy.

Chancellor Caprivi, who was the former head of the Imperial Navy, actually proposed a light coastal defense force, like torpedo boats, that could have been a challenge, defensively, to capital ships. Wilhelm wanted large, impressive ships, largely because the UK had them.
