No a polygon cannot be both convex and concave
as they are opposite to each other.
A convex polygon has no angles pointing inwards. More precisely, no internal angles can be more than 180°.If there are any internal angles greater than 180° then it is concave.

When we say convex polygon, its angles don't point inward and none of its internal angles is greater than 180, and in a concave polygon, any angle/s point inward and any internal angle of it is greater than 180.
