What were arrangement made to improve the law and order situation in London

When London was growing the crime rate in cities also increased.The main reason was that the wages given in factories was not enough as compared to the work done.Also those who did not get jobs started stealing.The police in London was worried about the law and order.So the population of the criminals was counted,their activities were watched and their ways of life were investigated.In attempt to discipline people the authorities imposed high penalties for crime and offered work to those considered as the 'deserving poor'.
