Jinnah’s proposals were rejected when put to vote at the All Parties Conference. The Congress managed to get the majority vote in favour of the Report. They asked the government to make a constitution by Dec 31 according to the recommendations of Nehru Report and threatened that otherwise the party would start a mass movement for the attainment of Swaraj. It was also decided that Jan 26 would be celebrated as the Independence Day. Jinnah considered it as the “parting of the ways” and once the “Ambassador of Hindu-Muslim Unity” was now convinced that the Hindu mindset in India was bent upon pushing the Muslim minority to the wall.

Wavell had said the he wanted an equal number of Muslims and Hindus, but Jinnah (RA) pointed that, as the Sikhs and Scheduled Castes on the Council were bound to vote with the Hindus, this would mean a permanent Muslim minority in the Executive Council. Jinnah (RA) also objected to the Congress suggestion that it could nominate Muslims as well as Hindus. Jinnah (RA) pointed out that the League had won every by-election for the last two years and was the undisputed voice of the Muslims
