the government of India, appoint a Secondary Education Commission in 1952 . the chairman of the Commission was Dr. Laxman Swamy mudaliar .the commission point out some of the aims of Secondary education system are -
- Development of democratic citizenship :- as a citizen of a democratic country each and every person should be aware of his right and duties and also should be self dependent. only proper education and teaching can do this .therefore education should maintain and develop qualities like development of healthy attitude, acquisition of Social Skill, tallerance, Patriotism ,co-operation ,discipline, Social Justice interest to new ideals ,love for country etc.
- improvement of Vocational efficiency :- Secondary Education should be able to create a mode of respect among the students for work, to understand the value of work, to develop the technical skills etc. according to this commission in the secondary level stress should be given on handicraft and productive works, agriculture, commerce, technical education and other effective subject should be included into the curriculum. so the students would be able to adopt any profession or business in any technical Institutions for further training .
- development of personality the secondary education must aim at the development of Creative talent and adequate personality of the students .they should be trained to preserved and conserve their cultural heritage . therefore art ,music ,dance ,handicraft etc should be included into the curriculum. only they can help the students to acquire knowledge of their Heritage and Culture.
- development of innat power :- this education must developed the students higher thinking ability and creative talent. which can help them for development of their innat power .
- development of economic competency :- another aim of Secondary Education is to develop the student's economic competency .
