What were the aims of alauddin khilji behind his market regulations, and how far were they achieved?

Alauddin Khilji introduced some agents that were supposed to roam in the market and arrest traitors and betrayal . He introduced m.r.p. and gave a benefit to his military by lowering his prices of food and other necessities for military this gave him a upper hand in his military and from all this he also lower military salary and his empire started getting wealthy .
