What were the causes of withdrawal of non cooperation movement ?

when Gandhiji started this movement thinking that if we will not copperate this government than it will not remain for ever. but during this movement some people in Gorakhpur district of Uttar Pradesh seat ablaze a police station and in this incident some policemen were died .
after listening , Gandhiji was so disappointed that he withdrew this movement
