Here are the characteristics of the constitution created in 1791 by the National Assembly :

• It's main objective was to limit the powers of the monarch.

• This constitution was created to strictly avoid concentration of power in one man's hands. So, the powers were divided between the Judiciary, the Executive and the Legislature.

Henceforth, France became a Constitutional Monarchy.

• The citizens were classified as active citizens who were men above the age of 25 earning a salary more than three times a labourer's wage and passive citizens who were women, children and men who did not meet the mentioned eligibility criteria.

Here, Active citizens had right to vote whilst passive citizens did not.
