Mahatma Gandhi found a powerful symbol in salt that could unite Indians.

On January  1930 he sent a letter to Lord Irwin stating 11 demands. Some of these were of general interest  and others were specific demands for different classes, from industrialists to peasants. The idea was to not alienate any one or class, the most stirring one was that of the abolition of salt tax.

Gandhiji's letter was the ultimatum. If the demands were not fulfilled by March 11 then he would launch civil disobedience movement.

Lord Irwin ignored this and this is how Gandhiji started Civil Disobedience Movement
