1. Power: Local governments were directly under the control of state governments
2. Elections: Elections were not held regularly.
3. Reservation: There were no reservation on any basis in the Village Panchayats.

1. Power: Local governments have got some powers of their own.
2. Election: The "State Election Commissions" were held responsible for supervising, directing and controlling the elections on regular intervals.
