- The Muslim league headed by Muhammad Ali Jinnah put his demands forward in front of the Congress party lead by Jawaharlal Nehru.
- The Muslim League wanted different grouping of states, such states are Punjab, Sindh (state province of pakistan), West Province , Assam , Bengal because they were mostly muslim majority states.
- Because the other states like west of India would form the Hindu province. while the central power would be in control of Delhi.
