Two types of welfare systems ere introduced in Russia:

1-Social Help:

It is event-based and temporary and includes compensations, medical coverage, allowances, exemptions and the supply of the basic needs (clothing, food, water, shelters) at the time of calamities or for the elder citizens and the poor.  

2- Social Upkeep:

It is permanent and gives medical facilities, allowances for the people who have served the country or to elderlies with bad health.
