The Committee of Public Safety is the main one, led by Robespierre...Under his control, many people were guillotined. The Reign of Terror ended when Robespierre was guillotined himself. How ironic. :)

2) All those whom he saw as being 'enemies' of the republic.
3) Members of other political parties, even members of his own party who did not agree with his methods- were arrested,imprisoned.
4) If the court found them 'guilty' they were guillotined.
