           Poland had become their outsider at the end of 1989 rather than being the pioneer of the transition. Undemocratic curial Sejm, the ancient Stalin and state constitution, including communist commanders, surprised the outside observers and irritated the Polish society.

           The last shift to the July Constitution took place in such an atmosphere. On December 29, 198913, Sejm re-established the state's traditional name, Rzeczpospolita Polska (the Republic of Poland), and the white eagle, the Polish symbol, was given back its gold crown.

           More essential, however, was the removal of its preamble from the Constitution, saying in the fresh edition of Art. 1 that Rzeczpospolita is, "a national state of legislation fulfilling the laws of social justice," according to Art. 2 of the Constitution, "the greatest power belongs to the country," while the next guarantees political plurality and financial liberty.
