Gandhiji launched the Civil Disobedience Movement by starting the Dandi March and violating the salt laws.

At the same time, the Viceroy, Lord Irwin, decided for a Round Table Conference in England to solve the problems of Indians and grant them Dominion status. The First Round Table conference was boycotted by the Congress.

Thus, Lord Irwin decided to call a Second Round Table Conference....to make Gandhiji attended this Conference, he signed the Gandhi Irwin pact on March, 1931.

According to the pact,

1. All the confiscated properties of the Congressmen would be returned.

2. All Indians, except those who were guilty of killing British subjects, would be released from Jail.

3. Europeans would allow peaceful picketing of liquor shops.

4. People who leave by the sea shore would be allowed to manufacture salt.

5. In return, Gandhiji had to suspend the Civil Disobedience Movement and attend the Second Round Table Conference.
