Pandit Jawaharlal Nehru was the first Indian Prime Minister and a very effective leader. His views of Democracy were:

Dr. Ram Manohar Lohia was contemporary to Nehru and had his own views on democracy.Lohia raised two issues of great importance in the context of Indian democracy particularly and democracies like ours generally. He asked even though democracy is supposed to be rule of the people by their directly chosen representatives one needs to understand whether in the process of choosing their representatives

Nehru notions of democracy were liberal in nature. He was a person of general nature who breathed a life thoroughly dedicated to India and for him, this commitment rested on the structure of constitutional models. He conceptualized freedom in the Western liberal structure where the polls were to be arranged in a regular fashion, with cooperation from all Indians who had adequate confidence in their Constitution and the federal system.

Ram Manohar Lohia considered that self-realization of character was only feasible in an environment of freedom. So, freedom was the necessary requirement for the accomplishment of human consciousness or self-realization.
