The Limits of Civil Disobedience. Not all social groups were moved by the abstract concept of Swaraj. The Congress had ignored the Dalits, for fear of offending the conservative high-caste Hindus. Mahatma Gandhi declared that Swaraj would not come for a hundred years if untouchability was not eliminated.

Limitation of civil disobedience movement were:
1) The movement was not actively participated(not attracted) all the people (dalits,etc) as due to the failure of civil disobedience movement 1st time in 1932.
2)They got support from peasant communities at the begining as they wanted to abolish manorial dues,.
When it was called off,they got irritated and didn't participate in 1932(when it was re-started)
3) They were initially supported by industrial workers (who were large in numbers but, minor in capital and power) but, in Nagpur when industrialists came closer to congress, workers stayed aloof.
4) During Gandhiji's salt march (movement), he got a large support from women , they boycotted liquor shops & foreign goods, broke salt law in nearby beach,etc.,
=> Gandhiji himself convinced that it was the duty of woman to look after home and hearth, and to be good mothers & good wives,.
He lost support from (partially) from woman,.
5) Most business man saw swaraj as a colonial restrictions on business no would no longer exist and trade and industry would flourish without constraints,.
=> Due,to failure of 1st Round Table Conferrence they lost support of business men.
