1. There should be a union of India embracing British India and the states.
2. The union should have an executive and legislature of representatives chosen from the British.
3. All subjects other than union subjects would vest the states.
4. Provisions will be free to form groups.
5. Formation of a constituent assembly.
The election to the provinces were held in1946. The Congress won most of the seat in general constituency and Muslim leagues won most of the seat in reserved contituency. Muslim persistent with it's demand for Pakistan.In British the Labor Party led by Clement Atlee came to power. He made statement that British Government decided to grant freedom to India.So he sent cabinet mission in 1946.The Muslim leagues decided on mass atigation with it's Pakistan demand.It announced that 16 August 1946 is 'Direct Action Day'.
