The Home Rule movement popularized by Annie Besant and Bal Gangadhar Tilak came into being as an Indian response to the First World War. The campaign aimed to convey to the common man the message of Home Rule as self government.

This program was a departure from the existing mode adopted by the revolutionary nationalists of the time, both in nature and adopted strategies. Consider for example the romantic adventure of Ghadr revolutionaries who tried to launch a violent attack on British rule in India. While the revolutionaries in Punjab and Bengal advocated the path of militant nationalism, Home Rule League adopted a less violent path. The revolutionaries planned disruption of railway lines and seizure of weapons and forts, the Home Rule Movement promoted political education and discussion through public meetings, holding conferences and educating the common man. They made use of newspapers, pamphlets and plays to spread their message.

The British met the revolutionary activities of the tie by a formidable battery of repressive measures. The Defense of India Act was passed, large scale detentions without trial, court martials were held. Though the govt came down with heavy repression on the Home Rule League members and it gradually died a slow death as well, there were a number of positive gains to its credit. The movement brought the cause closer to the masses, it influenced the August 1917 Montague Declaration and helped in the reunion of Moderates and Extremists post the Surat split. Its most significant achievement, perhaps, is the fact that it prepared the masses for the upcoming Gandhian struggle.
