Provinces are made in permanent laws because making a separate province is a major work for the country and a major task to fulfill the interest of people. It requires permanent laws to be regulated otherwise if temporary laws are made then it may happen that after a period of time, people of that particular province perform something against the province. So peace should be maintained with law and order.
