He was the only Delhi Sultan who had received a comprehensive literary, religious and philosophical education. In spite of all his credentials, he is referred to as the wise fool in Indian History because he undertook numerous administrative reforms and most of them failed due to the lack of plan and judgement.

Muhammad bin Tughlaq's projects were a fail as he did not think of the future but instead tried to postpone the problem. He gathered a large army for a war, but disbanded it when he couldn't pay them. He also transferred a huge number of citizens to Daulatabad to utilize the town as a garrison when he could have built a garrison fort for much less expense.
